Councilor Shepard reported that the Ordinance committee met and discussed impact fees, municipal road acceptances and an invasive plant species ordinance. They are still discussing these issues and waiting for input from the Planning Board.

Councilor Wilder Cross reported that the Appointments Committee met several times and filled all vacancies for various Town Boards and Committees.

Town Manager Paraschak reported that there will be a second Planning Board meeting on March 18. He also mentioned that the Gorham Marketplace will be held at USM on March 30 and invited all to attend. Paraschak reminded residents of the road postings throughout the town and asked all heavy trucks to abide by the closings.

The Town Council repealed the Town of Gorham’s Coin Operated Amusement Device Ordinance last updated June 3, 1997.

Liquor License renewals were issued to Gorham Country Club, located at 93 McLellan Road, and to MK Kitchen, LLC, located at 2 School Street.

The Town Council issued Massage Licenses to the following:

  • Christina M. Downs and Audrey Austin of 510 Main Street Group
  • Chelsea Jackson, Christeen Christensen, and Cheron Pillsbury of Theriault Chiropractic & Massage of Gorham
  • Natalie Poulin of Skin & Body of Gorham
  • Elizabeth Berks of Liz Berks Massage Therapist

The resignation of Ed Zelmanow from the Planning Board was accepted and is to be effective immediately. The Town Council expressed its appreciation for his service on the Planning Board and to the community.

The following appointments to various Town Boards and Committees as recommended by the Appointments Committee as follows:

  • Planning Board: George Fox, Scott Firmin, Molly Butler Baily, Jim Anderson (term expires 2021)
  • GEDC: Brenda Caldwell, Arthur Handman, Brian Rancourt
  • Board of Appeals: Charles Haws, Christine Hume, Craig Sterling
  • Fair Hearing Board: Johanna Hanselman, Charles Athansion
  • Conservation Commission: Rob Lavoie, William Moreno, Thomas Mazza
  • Board of Voter Registration Appeals: Sharon Grant, Joseph Grumbach
  • Board of Trustees Baxter Memorial Library: David Arthur Fogg, Gerry Day, Barbara McLean
  • Historic Preservation Commission: Michael Towle, Marylee Dodge
  • Board of Assessment Review: Kathy Feldman
  • Revolving Loan Fund Committee: Brenda Caldwell (term expires 2020), Brian Rancourt, (term expires 2020), Dan Nichols (term expires 2020), Rebecca Winslow (term expires 2021), Edward Doyle (term expires 2021), Jeremy Hanken (term expires 2022), April Edwards (term expires 2022)

The Town Council instructed staff to standardize the appointment process of all Council appointed boards and committees to align to the first regular meeting in April each year. Staff must also provide information on available trainings and Freedom of Access laws to committee members.
